I doubt too many people are still using them. Obviously this is the same case between 4:3 and 16:9, but 4:3 screens have been obsolete for almost a decade. A true 21:9 without stretch would give you an advantage because you could see much more of the battlefield. Valve does not want any player to have an advantage due to hardware, and a higher or wider resolution would show more of the game area on your monitor.
